Stuart MacDonald, FRSA

Stuart is the Founding Director of ICR Research Ltd. He is an experienced policymaker and consultant, with experience of bridging between theory and practice.

Stuart established ICR Research after founding and directing the Centre for Cultural Relations (CCR) at the University of Edinburgh and working in a number of other consultancy roles in Germany and Brussels. He has built ICR Research into the UK’s leading transdisciplinary research network and consultancy on international cultural relations, working for a diverse range of clients including the UK, Japanese, Finnish and Scottish Governments, and universities in Germany and the UK. He served as a senior policy adviser in international, educational, cultural and digital policy to the UK and Scottish Governments for over 15 years, where he developed and led strategies for international engagement in culture and education. He is an Associate of the Edinburgh Futures Institute, University of Edinburgh, and a Fellow of the Centre for Online and Distance Education, University of London. He is a member of the Advisory Board of CREDO, the Jean Monnet Centre of Excellence for Cultural Relations and Diplomacy at the University of Siena. He is a former Honorary Research Fellow in the College of Science, University of Swansea.
