At ICR Research, our story is one of passion for research excellence and a deep commitment to making a positive impact on the world stage. We were founded on the belief that international cultural relations (ICR) hold immense power to shape a more connected, collaborative, and peaceful global community.

ICR Research was founded in 2019 by Stuart MacDonald, FRSA, who continues to lead the company. Stuart’s background is in public policy, having been a senior adviser to UK Governments for over 20 years on international cultural and educational policy (specialising in museums, the arts and sport); finance, funding and economics; public sector reform including standards and ethics, and digital transformation.

Our original vision was to bridge the gap between academic research and real-world application. We saw a need for policymakers, practitioners, and researchers to have access to evidence-based insights that could inform effective strategies and decision-making in the complex realm of international relations.

From the outset, we assembled a team of leading researchers and practitioners with unparalleled expertise in ICR theory, practice, and data analysis. Our team's diverse backgrounds and experiences fuelled a collaborative environment where knowledge exchange and innovation thrived.

Over the years, we've grown into a trusted research consultancy, with a small core team and a unique global network of experts. This network allows us to provide our clients with a unique perspective, encompassing the rich tapestry of international cultural engagement across various regions and cultures.

Dr. Andrew Murray

Dr Andrew Murray contributes valuable practical and academic expertise, particularly in EU cultural diplomacy. As the former Global Director of EUNIC (European Union National Institutes for Culture), he established crucial partnerships between national cultural institutes and EU Delegations. He has taught international cultural relations at the Vrije Universiteit Brussel and the University of Siena, combining his extensive British Council management experience with academic rigour.

Dr. Monja Stahlberger

Dr. Monja Stahlberger is a researcher and cultural consultant with a commitment to fostering international exchange and collaboration. She has worked with the DAAD (German Academic Exchange Service) to promote cross-cultural understanding and served as Project Coordinator for the Knowledge Diplomacy Project at the University of London Institute in Paris. Her research and organisational efforts highlight the role of transnational collaboration and networks.
